Romans 10:16-21

16 But they have not all heeded the Gospel; for Isaiah says, Lord, who has believed (had faith in) what he has heard from us?

17 So faith comes by hearing [what is told], and what is heard comes by the preaching [of the message that came from the lips] of Christ (the Messiah Himself).

Our Lord is responsible for all flesh. Jesus is responsible for those who are His Bride and those who are His guests. Jesus empowers each and every one of us, regardless of if we believe it or not, to do our Father’s will. Jesus has been glorified by our Father and He will give eternal life to all that He has been given.
[Just as] You have granted Him power and authority over all flesh (all humankind), [now glorify Him] so that He may give eternal life to all whom You have given Him. John 17:2
For it was in Him that all things were created, in heaven and on earth, things seen and things unseen, whether thrones, dominions, rulers, or authorities; all things were created and exist through Him [by His service, intervention] and in and for Him. Colossians 1:16

We will all hear the Jesus’ call and we will all accept it. The glorious Truth is that every knee will bow and every tongue will confess that Jesus is Lord and that is what it takes to be saved, Romans 10:9. Our Father has a plan and a timetable for each of us. He knew us all before we were ever born and it is His purpose to conform all of us who He foreknew to be just like Jesus.
For those whom He foreknew [of whom He was aware and loved beforehand], He also destined from the beginning [foreordaining them] to be molded into the image of His Son [and share inwardly His likeness], that He might become the firstborn among many brethren. Romans 8:29
18 But I ask, Have they not heard? Indeed they have; [for the Scripture says] Their voice [that of nature bearing God's message] has gone out to all the earth, and their words to the far bounds of the world.
Right here our Father shows us the Truth that we all have heard, and amen we all have been given the measure of faith to accept what we have heard, Romans 12:3. I hope you see the Truth that we all will believe with our hearts and we will all confess Jesus as our Lord and that allows us all to stay in eternity.

19 Again I ask, Did Israel not understand? [Did the Jews have no warning that the Gospel was to go forth to the Gentiles, to all the earth?] First, there is Moses who says, I will make you jealous of those who are not a nation; with a foolish nation I will make you angry.

20 Then Isaiah is so bold as to say, I have been found by those who did not seek Me; I have shown (revealed) Myself to those who did not [consciously] ask for Me.

Amen to that! This verse really blows the lie of free will out of the water doesn’t it? We are plainly told that we found salvation and we didn’t even ask for it. Free will tells us that we have to make a conscious decision to do this, yet our Father has Isaiah tell us that we didn’t.
21 But of Israel he says, All day long I have stretched out My hands to a people unyielding and disobedient and self-willed [to a faultfinding, contrary, and contradicting people].
Israel had laws that they could not keep. The laws made them unforgiving and made them to always find fault with others. They would judge people and then go and do what it is that they had judged them for. Israel did not have Grace and that made them self-willed. Do you see here in verse 21 how our Father tells us that free will, or self will, is a bad thing? Don’t put any trust in the Ten Commandments or any other religious laws. We live in a far better way. We live in the way of the Holy Spirit causing us to do what our Father wants, when He wants. We live in the freedom and peace of Jesus Christ. As Jesus is, so are we in this world, 1 John 4:17.
